Take it from a union guy: International recruitment reached the proportions it did because int'l fees covered the gap in the lack of public funds. For years, post-secondary faculty associations have pointed this out and advocated for increased public funding for the social good of education.

In case there was any doubt, can definitively say that caps on (predatory) recruitment of international students are causing budget reductions at Canadian universities.

The only (and it is necessary) solution is increased public funding.
