Bald was not the only qualification. Skinner fought in Vietnam, often strung out, and had his own X-Files-type experience. He climbed the FBI by the book and fostered the X-Files despite pressure.

Bongino’s flexible morality would team up with the guys who did Operation Paperclip irl.
