One of the (many) things about all this that enrages me is that when the water companies were stolen from us in 1989, its debts were written off by the Thatcher government. All the greed and excess they have been getting away with for decades began with a clean financial sheet.

It is because Ofwat's pricing review passes the money agreed for investment to them as 'profit', the industry has got away all this time with saying that they earnt it and therefore could use it for dividends. I remember trying to explain the facts to an FT journalist prob 30 years ago - hopeless.

There has never been any need for borrowing. All investment has been paid in advance by price increases. The debt is solely their greed (+ other bad investments on the water plcs part).
