if the terrorism charge stems from the effect of the murder instilling fear in other people beyond the victim i feel like you could just charge every murder ever as terrorism, and they don't do that because that would be absurd

I was thinking terrorism is an act which promotes social change. So it depends on why he did it, them proving it and what law defines it to be.
He might of written down his actions and the reasons why. Which could get the change.

Not a lawyer, but I'm guessing because this killing had a political message behind it as an indirect warning to other CEO's similar to how hate crime laws work it's not just a crime against an individual but a group. Political violence might constitute as terrorism.

The terrorism charge is essentially political. It’s “being tough” by adding a useless charge (in this case) to act as a deterrent to copy cats. Essentially it’s performance to ease the concerns of the electorate. Also you get to say you fought terrorists when running for the next office.

Isn't the charge being terrorism solidify by legal precedent that billionaires are in a different legal status from other people? Is this the state admitting there is an oligarchy openly?
