Probationary does not mean newly minted grads. It means people who've worked in fed service for 20 years but switched to a new division or got a promotion in the last two years. It's not just young people.
There are veterans in probationary positions who transitioned into civilian roles at the DoD and are now being laid off—just for taking a new role. Unbelievable.
