The only reason I'm not using Linux right now is the complexity of dual booting while sharing some data and not being sure which distribution will cause me the least grief. ("Where are the init.d scripts? What's this newfangled systemd?")

Maybe you already know but user friendly distros are easy (easier IMHO) as Win. Unless there is some specific software you need. As far as sharing data a second storage device/external or cloud service. I use Mega which works in Ubuntu and Win.

W11 work, Linux home/gaming for me.

One tricky part is that I'd like to dual boot, but also have a drive which is shareable between the two *and* is encrypted at rest. (In addition to the whole "Don't let it get corrupted if Windows hibernate doesn't unmount it cleanly.)

I still need a little bit of Windows for games.

Every clean install of Win 11 gets a new MS account. You saved your documents to your old account? Meaning, you asked a mega-corporation to protect your data, for free: Sucks to be you. USB HDDs are cheap: Buy 2 and learn how to backup your documents/games, twice.

You can open up a command prompt at the OOBE and type in "oobe\\bypassnro" during the setup to bypass the account requirement. Just make sure to not connect to the Internet when it prompts you

Even 10 was bloated to shit in comparison to 7. Plus it continued the trend of more tracking of more of your data started by 8. But 11 is by far their worst and I honestly prefer Linux, even with all the ways it tests my patience.

7 was the best! I begrudgingly switched to 10 because so many apps and games could not be run on 7 and its OK. I tolerate 10 but 11 is just too far gone from a usable OS to even put up with.

Not directly no, even removing the Internet hardware will still result in windows 11 asking you to connect to the Internet. To bypass it you must open cms and run a command.

So just before that if you hold the shift and f10 key down to bring up the command prompt, type in below command and it will allow you to set up a local account. Just choose you do not have internet and have the network cable unplugged.

just reinstalled my computer, what I do is log in with a microsoft account I don’t use, set the computer up, then go to settings, user accounts, create a local account without microsoft account and then I delete the account connected to microsoft acc, works like charm every time

In the most recent versions this no longer works on you have to run OOBE/bypassnro and then once the computer reboots, disconnect from the internet to continue with a local account.

I don't have a machine ready but I'm sure it's a Win11 Home thing. Pro can let you "Join an Active Directory Domain instead" without actually joining it. I prepare machine images this way. If you don't want to pay extra for Pro, yeah I get it, it sucks immensely.
