Not that it matters, but SCOTUS would probably have to break precedent for him to have impound authority. Train v. City of New York is not terribly vague case law on the Impoundment Act.

Agreed. I know this Court has demonstrated they're willing to do a lot for 45, but actually removing Congress' power of the purse is a bridge too far. I just can't believe they would essentially restructure the three branches in that fashion.
