1. laying waste to a lot of what keeps government/society stable in a really reckless way
2. loudly telegraphing that they see themselves as above accountability ("what are you gonna do?")

Like yeah it does follow a certain pattern of intent but large portion of that intent is destroying federal state capacity.
Like, wrecking FBI and CIA and disrupting the army, what is he gonna do authoritarianism with?
1) it did in fact compromise Reich and lost them a lot of capacity
2) it was much more precisely targeted and thus did not result in a broad operational failure of civil services
3) it specifically had carveouts for "spicy" groups like war veterans
