So, I'm a layperson in the ACNA (different diocese) but was not in any kind of Anglican/Episcopal church prior to joining my parish. Because of that, I don't really know procedures or policies much—is there any option for pushback on this from either clergy or laity? (Or from Archbishop Beach?)

So, honestly, while you could write the Abp, it's probably better to write to your own bishop. Within the ACNA, there is very limited central authority. Most oversight and inter-diocesan dispute handling actually occurs within the College of Bishops.

I must also stress that we don't know the circumstances of this grant of licensure. It is perfectly possible that there was repentance involved. All I've seen so far is pictures of the license signed by +Sutton and Robinson's own statement that he is happy to be celebrating the Mass with his parish

I have...reservations, but as I said, my bishop is in communion with his bishop and that is sufficient for me to submit those reservations and pray that the Lord would help Robinson manage himself in a way that does not bring about public scandal (intentionally, inadvertently, or any way possible)
