I guess the problem is when countries just ignore the international order - ICC, UN etc. If a powerful country such as the US or Russia, or a country with powerful friends (Israel) choose to go rogue, the there are no checks and balances.
But effectively once they start to bully everyone, they are basically imposing sanctions on themselves (i.e. tariffs and exclusion). Most important their friends start looking round for more reliable partners.
