Conservatism: Wealthy people are superior, it's a fact. Justice isn't a right, it's a product like any other: Education, clean water, health care. Public versions should be inferior or not exist. Wealthy people can buy more and better versions. Why else be wealthy except to have what most can't?

This is the method. It’s good the court takes individual cases on the merits but there is an un feasibly high bar for the court to conclude that it is being used systematically as a weapon. As a result, everyone knows that a loss in court just means the administration gets to try until it succeeds.

No, not at will certainly. A showing of serious wrongdoing or fraud in the application process has to be made to an immigration judge, and their finding can be appealed to a proper court. It can't just be discretionarily revoked.
