Two thoughts:
- They're one of those 2v2 couple trainers you occasionally get in some of the games.
- Exandria Psychic and Dark or Ghost type gym leaders respectively and whenever you fight one the other is just there hanging out.
Imogen could be working at a ranch that let trainers breed/train their pokemons and you meet her very early on, like you have no idea she's a gym leader. Laudna also hangs out there 🤔
