Columbia MD is a private model but it was absolutely planned. And, the most fundamental concept of its plan was racial and economic integration.

I would not calll Columbia "private". Rouse has been credited as quintessential purveyor of "public-private partnership and a firm believer in planning. Yes, he was private investor, but in US at least, they are always involved in planned communities. He was *more* interested in planning than most.
