There are restrictions, benefits, training, gear, PAY, and it's VOLUNTARY.
Keep bandying the word "slavery" about and it will lose all meaning.

I’m thinking these principles should be followed.
1. Work should be optional
2. Pay should be competitive with market
And allows work release for almost everyone

They get opportunities to join Cal Fire and other organizations

Prisoners are untrained people serving time for making stupid decisions.
I don't want people who make stupid decisions tasked with my protection.
They would be forced if none stepped up though.

It's considered good money if you're physically fit. You get proper gear, food, water, shelter, breaks, medical care if needed. You're not in harm's way.
