Pretty sure this was during some of the LA protests (or some other protest recently) where a bunch of journalists desperate for a photo op were taking pics of a tiny trash fire
It's from the J20 protest in DC in 2016. There was a small fire in a knocked-over trashcan and every photographer in the District ran to get a photo for the front pages
