(1) "The public" doesn't mean invidual members of the public, but refers to some kind of collective understanding.
(2) "Understand" is compatible with delegation, like the sense in which I "understand" the financial decisions of my financial advisor.
But a person who exercises power — and voting is power! — should feel a duty to know and/or learn, and know where they’re falling short, and exercise some humility with their power in those regards.
The greedy will always steal from others by manipulating hers. The decent must manipulate the masses to vote for decency.
