Very preliminary. This is called provided by client (PBC) materials. These documents are intended to flush out plan of testing parameters (scope, methodology, evidence needs) they will need to observe to perform their testing and develop a conclusion regarding the objective.

Just the IG him/herself, the person that was the head of the office. The staff and Deputies are still working and one of the Deputies is now serving as acting IG. All are career people which is why this audit is happening.
