Good article. Shelters are over capacity. The calculations at the end didn't include shelters using hotels as overflow. Just trying to get people out of the elements becomes simple harm reduction.

Homelessness is a systemic and community issue.

The biggest thing we don't have anymore is dirt cheap places for people on the brink of homelessness to stay at to avoid the streets where it becomes a cycle. There used to be places for people with no money to stay in sub-studios to get back on their feet, but not even YMCAs do that anymore.
