I called public works to ask about the weird sidewalk plowing. Apparently the city only has 19 sidewalk plows, and priority is based on provincial legislation. So according to what I was told, the city doesn't have a say in what sidewalks get plowed in what order.

I was walking through downtown #Ptbo twice yesterday and also, exceptionally drove a bit.
The roads were pristine yet most sidewalks were untouched (not even the downtown cross streets).
I conclude the sidewalk push plows were not deployed & we only have 1 snowblower.
