He does more than fly. He's an astronaut himself. He also founded and ran a multi billion dollar company. That alone doesn't make him qualified, but NASA administrators deal with the business and finance side of running the program. His background is very useful.

Isaacman paid for the first trip but trained for months. But he was already an experienced fighter jet pilot. He was the first astronaut on a commercial flight to do a spacewalk. He's now part of the Polaris program which will be a serious of space flights.
