Garbage reporting from the WaPo. They cite "unnamed European security officials" who claim that cargo vessels dragged anchors over 100 km by accident. WaPo doesn't even mention that President Stubb of Finland and Swedish PM Kristersson are suspecting the Russians and Chinese.
Not necessarily "garbage"... by declaring it an accident instead of an act of war, the insurance can be required to pay for the damage. Insurance policies exclude "acts of war", hence the desire to avoid that term whereever possible - it leads to a LOT of legal complications.
There's a difference between what it really was, and what it's called for legal reasons though. Perhaps there's trouble with the insurance and somebody wants to put pressure on the Insurers? With a little government support on the side, as "national security interest" is involved?

It's funny the way some journo at the WP will take official statements into their own hands, and shove some BS into our face, without there being much downside because nobody reads or believes in the BS they post these days anyway.
That'll be the published consensus. As we know from times past, security services are not best known for their candour or veracity. But then a duck may just be a duck.
I don't know if the authors are really that stupid, or buy this russian narrative willingly. The story contains multiple mistakes and omissions, so it's likely they just copied someone's version without doing their due diligence. Let's not waste time on a paper reduced to being a billionaire's toy.
