In my own city they train for familiarity with urban areas but are only near airport to land.
In DC I imagine it's prep for protection of POTUS, Congress, etc that warrants training. I'm surprised a military night training flight would be anywhere near a major active airport approach flight path.

It really seems odd to me for a military helicopter training flight to be anywhere near an approach flight path's "box" of a major airport at night. Given that other fights are landing in that same runway at regular intervals, the potential for near-hits is too high.
