Fires happen in Cali all the time, both from arson and b/c that’s how much local brush spreads their seeds. Hurricane - force winds there are exceedingly rare.
As a San Diegan, I can affirm that hydroclimate whiplash is very real in Southern California. As a professional horticulturist who has studied California wildfires for the past 15 years, I can tell you the wet winters played no part in the present LA fires.
