It's all about letting Russian Oligarchs in. The Conservative Gov did this in the UK and got a lot of Russian money donated to their Party funds by a bunch of new 'citizens'. Then we got Brexit which is a gift to Putin. London became known as Londongrad.

Well Trump is purportedly doing it to increase revenue, so hopefully it would go to the government, but why have foreigners buy citizenship when it would be very simple to have big corporations & billionaires pay their fair share.
