I nearly always agree with the excellent Zoe. But, here, I think it unlikely to happen. It's a two-stage invitation: informal scoping visit, before the actual event. I think it likely that both will be kicked into the long grass; and that that is probably the best way forward, too.

To be fair, it's not arranged yet; there's an awful lot of "circumstances" that can get in the way if ukgov wants them to. I'm choosing to look at it as a headline policy announcement. Announcing it is trivial and immediately beneficial, but no guarantee it gets implemented if unpopular/difficult.
