Wanna know how to get disabled people working? Get rid of Universal Credit and the whole welfare state as it stands, and introduce Universal Basic Income. I'm disabled, but if I work 4 hours I start to lose out to my benefits. With UBI I can add those 4 hours onto my income and not lose anything.
