Can you also provide a comparison of EE & ER tax/NI equivalent rates over the last 20 yrs or so for these nations? Level of payout is likely to be tied to how much has been paid into these schemes over time. If a nation is raking in 90% tax / NI (or equivalent) then higher pensions are more likely.

´Even Spain´ Pensioners do quite nicely in Spain, lots of reasonable things to do including but not limited to: Reduced public transport (40% off many train fares) subsidised holidays and spa treatments.
Plus, and this is important, many of them are used to being economical.

The article you're using quotes a 'maximum' State Pension. There is no such thing. The full New State Pension of £221.20 per week is not a maximum. You can get more than that. Many older pensioners, especially widows and those who deferred get substantially more than that.

It is the maximum New State Pension. Nobody reaching retirement age after April 2016 can get more state pension than £221.60. Those who retired before April 2016 get Basic State Pension, which can be less, or more, than £221.60.

That is not true. If you would have got more under the old rules, because of contributions prior to 2016, you can get more. It is called a Protected Payment. I have seen Protected Payments of over £100 per week. You can also get more if you choose to defer, although deferring is not generous anymore

Deferring is significantly less advantageous than it used to be if you reached State Pension age on/after 6th April 2016. You can no longer claim a lump sum.

With regards to New State Pension, if you would have got more than the full rate (£221.20 currently) under the old system based on pre-2016 contributions, the difference is paid on top of the full amount. That is called a Protected Payment. You can also receive more by deferring.

Under the old system, State Pension was made up of Basic Pension, Additional Pension (based on extra contributions less Contracted-out deductions), Graduated Retirement Benefit, increments from deferred claims and some other smaller components. There is actually no limit on these.

Where are you getting these figures from?

The average pension in Bulgaria for 2024 was about £375. Nearly £1500 would be closer to the maximum possible pension (e.g. based on many years of social contributions ) and definitely not a representative figure.

Lux can be between £2k-£10k depending on earnings & contributions.
Interestingly though, even for 10 years contributions one can have a reduced Lux state pension which is still MORE than the UK
