No mystery! We elect a leader well past retirement age (78) -over other good candidates- and he acts inconsistently.

Even the sharpest OP is losing memory and mental capacity and is more likely to be influenced by the last firm advice they hear.

Richard Hills could be a candidate at some point. But just speculating, I don't think he wants to run against an incumbent mayor. And he might prefer the extra time with his family for now. Wayne Brown occupies a weird centrist position where he wants to get things done but gripes about the cost.

Wasn't there already another councillor who has announced a run? Vote splitting will be a concern. My impression of Wayne Brown is that he has been better than expected but needs to quit while he is marginally ahead.

That's Kerrin Leoni from Whau ward. She has a Masters in Economics from King's College London, but she's a first-term councillor with not much of a public profile.
