It's meant to replace the community wishlist (which has now been put in read-only mode). It's to make a more streamlined design together with hopefully avoiding duplicate and merged entries (for example, you vote on a specific game instead of a whole game series)

I'm guessing this is just a repackaging of their "wishlist" they've had for years (judging by the fact that the moment I clicked the link here, I already had upvoted games on the "Dreamlist").
