We started using an orchestra metaphor in our discussions about change in higher ed. (Caveat: I've never been in an orchestra.)
Conjecture: If a university is an orchestra, we have a lot of musicians who may know their instrument well, but don't know how they fit into the orchestra.

I think sometimes CTLs do this to fill in the gap, when there might be other mechanisms that should be in play.
