almost all food banks make you show proof that you live in the area.
if you're too poor to even have that? homeless? vagrant? moved there FOR the food bank program?

And there's always other expenses. Being in a church trying to keep a pantry open in 2008 was eye-opening.
'Tier 1 is the absolute minimum operating expenses. Tier 2, the expected extras for running a church. Everything else incl the food bank is Tier 3. The money is going to run out in Tier 2.'
So many food bank specific fundraisers to get money that had to go there in the budget.
Ended up with the non-Muslim volunteers dropping a few quid in the kitty and taking it home.
