It might not have "required honesty or integrity" but it did require equal time to both sides of issues in the interested of public trust in media. The hyper partisan politics of today would have caused a lot of problems with the FCC.

The Equal Time rule only applies to political candidates and was in evidence this past election cycle.

The diverse viewpoints required by the Fairness Doctrine did not have to be aired during the same program or even in the same day.

The FD never ever required equal time. It didn't apply to individual programs either, but to local broadcast stations, which precluded it ever applying to cable (not hypothetical either since cable and the FD long coexisted).
