Well, it's an MP3 file internally! They could've used a recording of the arcade music like the PS1 version did, but instead opted for recordings of MIDI playback. Decisions were made.

Zeebo games were digital downloads over 3g, games needed to be tiny. I don’t know if a bunch of mp3s would be smaller than midi data and a digital synth or two.
Yeah that's all out of my depth. Just stands to reason they just don't have mp3's of the ps1 music? This is what they went with and I couldn't tell you why. Logic dictates it was the best solution?? And that's how it was for a lot of Zeebo games, also see RE4 Zeebo recreating that OST
If they were going for the "best" idea the audio driver should have had a MIDI driver nestled within it's OS/Kernal, as MIDI data itself contains no audio which is why it's usual Kilobytes instead of Megabytes.
That should have definitely lowered the download sizes.
