I think it's very likely that there are some in there (especially given the number of new recruits) but I don't think that's the specific reason they're concealing their identities

The fascist takeover isn't yet complete so they still fear repercussions (legal or personal) for their illegal actions

They're exceeding their legal authority (who they can detain and the warrant requirements) because right now there isn't sufficient pushback to the regime, but they still fear being held responsible and facing charges - or physical retaliation - because they're cowards so they hide who they are.

I feel it's a mix of this, and fear of future repercussions if the pendulum swings back towards sanity. They are bullies who don't want to face consequence, so they want to remain anonymous in case they lose power and people start asking questions.
