The efficiency of this process appears to be about 0.6% - while plants are ~2-4%, while algae and macroalgae can convert up to 12%. The efficiency of conversion of the pigments in red algae can be much higher, and pulsing the impinging light could potentially increase the efficiency.

Exactly. Chloroplasts are the original sunlight powered reactors. And as a bonus, they are created by self-replicating autonomous plant factories made of lignin. As an extra bonus, when those lignin factories are burned to create biochar, the captured CO2 can be sequestered for millennia.

The amount of time and money spent on looking for the next get-rich tech that won’t work, instead of planting trees is just… it’s hard to not feel hopeless and that maybe humans’ time is just done if we can’t evolve past this profit motive economic system. True, but if this can produce fuel or other needed chemicals using less resources and with less carbon emissions than alternatives, it could be a worthwhile technology. Plants use a lot of resources to grow and process into useful products, maybe this can be more efficient.

how much carbon fuel was needed to make the device?
this thing has a finite CS/CI, which
compares poorly with photosynthesis, which has an infinite CS/CI.
