The problem is that Tesco can't check you're a citizen in good standing with your neighborhood watch group before allowing you to buy bread.

Also what problem is the government trying to resolve? There should be red lines on this which are that digital ID cannot be used for any enforcement purposes and that firewalls should exist between departments. A massive spreadsheet is not a digital ID.
