The "militant decency" of Pratchett involves getting involved and taking direct action. You see a van rounding up people to be deported? You lie down in front of it so it can't go anywhere.
"Militant decency" means being militant. It means being angry about injustice and doing something about it. It's pure praxis and direct action, based in anger first and foremost. It doesn't need theory, it just needs a sense of justice and a will to act.
