This is exactly right. Measures that affect U.S. companies, workers, and consumers are not necessarily effective because the Trump Administration doesn't necessarily care about these groups.
Targeted sanctions on Musk and the Trump family are a much more plausible path to success.

In the coming trade war countries should sanction Elon Musk and his businesses specifically. Crush any international revenue and seize his assets abroad.

So far we have not seen this from the Canadian government as far as I can tell.
They need to target Musk and Trump directly.
It's mainly about oil. And the pressure needs to come from within the US when prices go up. Canada cannot win a full blown sanction war.
Space X, and other government contracts on the other hand? That's where the juice is.
And the ability to sanction other NATO member personnel is not likely to fly.
Target the leaders’ wealth.
Start with tariffs on U.S. exports with a particular concentration on Tesla vehicles, but don't stop there.
Transactions with them should be scrutinized, restricted, and/or taxed.
How can they effectively target the Kushner scion's businesses? How about Trump's real estate management services?
Tariffs on goods from Canada? How about export controls on Canadian materials used in advanced batteries, aimed at keeping these resources out of the hands of hostile foreign oligarchs such as the owner of Tesla?
I don't know which of their industries are struggling with US competition, but I'm sure Trudeau does.
Musk has massively leveraged his Tesla shares, and tanking Tesla’s value would result in him having to liquidate.
