Correct! However, in this case you can clearly hear ATC state FL2700 and the pilot incorrectly reads back FL2500 and he isn't corrected by ATC.

Recording is not particularly clear but I hear 2700ft more than 2500ft. “Seven” has two syllables, “five” one and I hear two. Would 2500ft make ILS landing harder?

The aircraft was also afaik attempting an emergency landing, the reason for which is still unknown as far as I can tell.

They were landing perfectly in line with the runway and made no radio or squawk alert declaring an emergency. They were flying 200 feet lower than instructed due to miscommunication.
