This was a shot at the end of a crazy game. I (the French, as always) ended it by developing my final location. There were no sieges and only one raid attempt in the entire game!
My buddy’s inclination is to try to settle and develop. It’s usually an efficiency race, and I beat him the first 11 games we’ve played. We played four times today, with him winning the fourth game - his first victory. He did it with a mixture of developing and sieging.
I think Martin’s scoring (more for French cities) puts a thumb on that scale. If both sides develop, France (usually) wins. Why do you think he did that? Maybe just game balance, but maybe with a thought toward global imperial economics beyond the actual game & map. I’m not sure.
Might have to see if I can persuade my mate to try that again. We tried it once on BGA and I seemed to at least grok the basics of it, and I'm not sure he really did, and so I gave him quite a bit of a kicking
