Regardless of appointee, the Trump administration is going to be bad for climate. That’s their platform. But some appointees could force the next pro-climate administration to rebuild whole departments essentially from scratch, wiping out many cumulative millennia of expertise and knowledge.

I think confidence in Wright's institutionalism is misplaced. I mean, the man did take a job in Trump's cabinet.
From climate change, probably zero.
But from air pollution, it's likely that there were many deaths from Trump's environmental policies vs. what Clinton would have done. However, this is an educated guess and I haven't examined evidence.

But when it comes to climate, DOE is essentially a 10-50 year horizon agency, not a 1-4 year horizon agency, and the most impt thing in the 1-4 year timeframe is protecting the R&D infrastructure.
