Quite, if Russia needs to rely on third-party countries like Iran and North Korea to sustain a small war with a neighbour, their army and munitions manufacturers must be in a poor state of affairs.
But Putin is very good at propaganda and cyber warfare.

Precisely, because neither side can know the capabilities of the other until they attack you. If they are sitting on a nice zero day you could be toast. The risk of horribly disproportionate retaliation is too great.

How does one know? It seems probable that the larger attacks on the British Library etc are by state actors or their proxies. Ditto the undersea cable cutting & maybe even the unidentified drone visits to US airbases in Europe. But it’s all just speculation isn’t it?

I think just annexing Crimea and invading several sovereign countries is enough of a threat.
