As it turns out, these rules you are describing, including the literal text of the Constitution, only exist to the extent anyone is willing to uphold them. If members of Congress decide that laws they pass no longer matter, then they no longer matter.

People will say this is the result of a presidential election, and that’s partly true. But the Constitution does not delegate tariff power to the president, and he is only able to impose these ruinous, peace-destroying taxes because Congress has let him do so. Congress can end this at any time.

They should be for show. But they're affecting athletes, scientists, fed workers, college students, immigrants, farmers, and more. We can't rely on the old, proper ways of government b/c noone is following the rules. So, as of right now, EOs are not for show. They are powerful and they are deadly.
