They were rhetorically *saying they would end colonised poverty much earlier. Not a correction so much as a "theres another angle here". Anti-poverty viz. Colonised subjects was central plank to Spanish and British 16th and 17th c imperial ideology. In reality of course it persisted or grew worse.
