I remember how that would be an unskippable thing on DVDs that were legally purchased. All transport controls were locked out, even STOP. It was so annoying.
I was a techy person and therefore I bought chipped dvd player back in the day that would ignore such DRM commands on a disc and go straight to menu and play movie.
Nah, turns out that's an Internet mix-up between this oft-memed PSA and a different ad made two years later for a Dutch film fest, which *was* then used without the composer's permission for Dutch DVD releases. The composer for that eventually got his money, though.
