Kazakhstan is the main hub for evading sanction on russia. But they are little bit more free from russian influence because... they are good friends with China instead.

I have to admit that I went to Google maps to learn exactly where Kazakhstan was located, and thought they'd be better off aligning with China (geographically).
No, it hasn't been neglecting anything, and if it has been, than it was very purposeful. I read somewhere or heard a podcast that it was stalin who created borders within so-called "soviet Union" in a way to create ethnic conflicts. Now there's a stereotype that Caucasians are violent bloodthirsty.

The russia has been neglecting it after collapse of their USSR empire - and now China is gaining there more influence.
