You make sure the heads of the civil service are far more intelligent than anyone else.

To see whether that's changing, I will watch for:
- political actions done in plain sight to bully staff,
- whistleblowers & loud resignations.
The 1st line of defense against de-professionalization of the federal civil service will be federal employees themselves operating through their unions.
