All of the power is with the IRS. If your withholding is too low, you are assessed a penalty fee. If you don’t file, they can create a tax return for you using the info from your W2 & will send you a tax bill. If you ignore your tax bill, they can take your money &/or property to satisfy the debt.

They can also file criminal charges. These actions don’t require audits. I guarantee, if people aren’t paying taxes, the IRS will be staffed enough to collect what is owed.
