This has nothing to do with a framework of governance that benefits all, it benefits companies inside the zone where laws and regulations are 'relaxed' or entirely suspended.

Government are in the process of restructuring the amount of councils within a county, they want less?
Shenanigans within a lot of councils has been rife especially those run by tories.
Easier control of counties if there are less councils.
