When I was in Navy Recruiting Command, the officers assigned to investigate alleged misconduct by enlisted recruiters ("Apparent Enlistment Processing Irregularity") got 15-day deadlines.

Fifteen day deadlines allow for no subtlety. You give the simplest answer b/c that's all there is time for.
